This sequel to 7th Dragon takes the same basic game structure and moves it to a near-future setting. Like the original game, players control guilds of custom-created characters in a mission-based structure. In this game, the character classes have been updated to reflect the contemporary setting.

In the year 2020 AD, Dragons from space have invaded the planet Earth and spread a harmful flower called Flowaro which poisons humans and mutated other animals into hostile creatures. In Japan, an organization created to hunt the dragons, Murakumo, has dispatched a dragon hunting team named Unit 13 to fight off enemies.The story starts with the player as Unit 13.
